    Time Bureau (Earth-1: Pre-Crisis)



    I told you I was leaving to create an organization to replace the Time Masters.

    For you. Forming the Time Bureau has been the work of the last five years of my life. I've gotten quite good at it, I'd have to say.

    The Federal Time Bureau, also known as the Time Bureau Agency or simply known as the Time Bureau, was a US government organization created to monitor the timeline and time travel.

    Foundation of Time Travel[edit | hide]

    In 1925, scientist Gwyn Davies laid the foundations of time travel with a failed experiment that led to his death, as recorded in the Time Bureau manual. Despite this, technological advancements allowed future scientists to recreate his ideas and soon invented the idea of time travel.[1] Among those were the Time Masters, an organization that oversaw all of time and was responsible for the defense against rogue time travelers. However, the Time Masters were destroyed by Rip Hunter's Legends of Tomorrow after the discovery of the Oculus manipulating humanity's free will.[2]

    Five Years[edit | hide]

    After the defeat of the Legion of Doom, Hunter opted to leave the Legends under Sara Lance's leadership and time travelled to 2012. For the next five years, Hunter worked closely with operatives from Pentagon to build an organization similar to the fallen Time Masters. As of 2017, Hunter had placed agents as far as the Cretaceous Period and developed technology such as the Time Couriers and Memory Flashers, created based on his stun devices, to assist in his mission.[3]

    When the Legends crash-landed in Los Angeles 2017, Hunter came across them and revealed the existence of the Time Bureau. Realizing that their roles in time had been fulfilled by his new organization, Hunter relieved the Legends of their duty, sending them off back to their normal lives in 2017.[3]

    Chainsaw vs Scalpel[edit | hide]

    During his time as the director of the Time Bureau, Hunter also came to the discovery of a Time Demon known as Mallus, and was considered a conspiracy theory by his peers and superiors. With the Legends' insistence in continuing their adventures in time, Hunter believed that they could come in useful against Mallus. Unfortunately, Hunter's ambush on Mallus' Order of the Shrouded Compass proved ineffective, resulting in Damien Darhk's resurrection and the deaths of multiple Time Bureau agents. Soon afterward, Lance reported Hunter to the Time Bureau. Hunter was then placed under custody, though later escaped to seek Wally West's help.[4]

    With Hunter's fugitive status and Wilbur Bennett's demise under the hands Grodd, high-ranking agent Ava Sharpe was promoted to director, working side-by-side with the Legends against Mallus' growing influence on the timeline.[5] Hunter later returned to the Waverider with West, and assisted in the Time Bureau-Legends joint missions against Mallus.[6]

    Rip Hunter's sacrifice

    In 1992 Zambesi, Hunter sacrificed his life to buy more time for the Legends' escape from Mallus, who was liberated from his realm. Albeit their grief, the Legends soon rediscovered their morale when Sharpe brought Jefferson Jackson, Helen of Troy and Kuasa to their final stand in Salvation. With the six Totems of Zambesi, the Legends created a gigantic Beebo and destroyed Mallus once and for all, avenging the sacrifices of Hunter and the fallen Time Agents.[7] Gary Green was later assigned to be in charge of the cleaning up of the damage done on the timeline due to the conflict.[8]

    Fugitives of Time[edit | hide]

    After the defeat of Mallus, the Legends were informed by John Constantine of the liberation of countless Magical Fugitives that were scattered across time.[7] However, none appeared on the Time Bureau's detection system and the Legends were celebrated with the final Time Anachronism being resolved. Using Constantine's mystical bones and Ray Palmer's technology, the Legends created the Magic-O-Meter to locate the fugitives, after their discovery and defeat of a Unicorn in Woodstock.[9][10]

    Meanwhile, the Time Bureau was also met with another obstacle of pending budget. With Hunter and Bennett's demise, Sharpe was left with Nate Heywood and Gary Green to face their funding supervisor, Hank Heywood, Nate's father. Thankfully, they were able to convince him that the Time Bureau and the Legends are imperative to the protection of the timeline, despite the high amount of spendings per year.[10]

    Heywood later began working with Neron, a demon in disguise, to make use of the captured magical fugitives to create a theme park known as Heyworld, Nate's childhood idea.[11] It was later revealed that Constantine only joined the Legends due to his fear of Neron, and brought the Legends and the Time Bureau's common enemy together. Heywood was soon murdered and Sharpe was kidnapped by Neron.[12] This left Gary Green in charge of the Time Bureau. With his nipple, that was bitten off by the Woodstock Unicorn, sent to Hell, corrupted and then reattached to his chest, Green fell under the manipulation of Neron and used his corrupt nipple to hypnotize his fellow agents. Wolfie eventually bit off Green's nipple once more and liberated the Time Bureau from Green's control.[13]

    However, Neron's takeover of Ray Palmer's body led to his rule over the Time Bureau. Neron then called a senate meeting and forced Charlie, a shape-shifter, to transform itself from Senator Wellington to Tagumo, inflicting fear for magical beings.[14]

    Heyworld, the happiest place on the planet

    To fight against Neron, the Legends created Heyworld and tried to convince humanity to love magical beings over fearing them. The Battle of Heyworld led to the defeat of Neron and Tabitha, and brought the Legends of Tomorrow to the spotlight.[15]

    Shutdown of the Time Bureau[edit | hide]

    Unfortunately, the Time Bureau's brief subjugation by Neron led to the United States Senate, specifically Senator Wellington, to disband the organization from further operations across time. The resources of the Time Bureau were then either acquired by the Legends or left at their existing facilities, with Sharpe, Wu, Darhk and Green being absorbed into the Legends of Tomorrow. The Legends then remained operative after the premiere of their documentary film, Meet the Legends, which was made to give the public more transparency over their operation.[16]

    • Rule 44 of the Time Bureau manual is to create a diversion, a cover story, when things go sideways on a mission, specifically a circus.
    • Rule 23 of the manual states that in order to limit potential damage to the timeline, marooned time travelers should stay in one location.
