During the American Civil War, tunnels were built underneath the city. Later, it was expanded by bootleggers and modernized by the ASA, who later took over the city for Metahuman exploitation.[2]

In 2020, the Markovian Army attacked Freeland in order to take the Metahumans from ASA.

- Black Lightning: As one of the earliest vigilantes, Jefferson Pierce defended Freeland for about 2 decades with his abilities to manipulate electricity. Eventually, he settled down and retired from vigilantism, having two daughters who grew up to become "Thunder" and "Lightning", assisting their father as vigilantes.
- Thunder/Blackbird: Anissa Pierce was the older daughter of Jefferson Pierce and possesses the ability to create shockwaves from her body. She also donned the "Blackbird" moniker during the War for Freeland, using her hand-to-hand combat skills instead of her exceptional abilities.
- Lightning: Jennifer Pierce was born as the younger daughter of Jefferson Pierce and soon became "Lightning", becoming the youngest vigilante in Freeland.
- Wylde: Grace Choi initially served as a member of Black Lightning's team without a mask. However, by 2021, she decided to create a protective suit and a mask to assist her wife, Thunder, in vigilantism. She took on the title "Wylde", a reference to her original name, and was one of Freeland's most powerful vigilantes.
