The Department of Extranormal Operations, abbreviated as the DEO, is a government organization that monitors extranormal and extraterritorial activities.
History
Creation
At some point, the Department of Extranormal Operations was founded and was tasked with monitoring extranormal and extraterritorial activities, including Superman's battles against alien threats. Afterwards, the DEO was bought by Luthor Corp and affiliated to the corporation under Hank Henshaw, J'onn J'onzz and Alex Danvers' leadership.[1]
Girl of Steel
When Kara Zor-El revealed her existence to the world in order to save her sister from the crash of DEO Flight 237, she began to work with the DEO against extraterrestrial threats as Supergirl, with her sister serving as her liaison officer.[1][2]
Leviathan & Lex Luthor
Post-Crisis Repercussions
After the Crisis, the Super Friends regained their Pre-Crisis memories and remembered Lex Luthor's villainous actions on Earth-38.[1] They were quickly affected by the repercussions of the Crisis and they confronted multiple Brainiac 5s arriving in the National City headquarters. Brainy and the Super Friends worked together and discovered that one of the "refugees" was attempting to release his bottled Earth. Luckily, the Super Friends was able to convince him to stop and promised to find a way to restore his home world.[3]
Visit from the Future
While Luthor conspired to join Leviathan, he found a version of Winn Schott and gave him the resources to terrorise National City. Tarnishing the reputation of the real Winn Schott, the Computer Lad returned from the 31st century and worked with his former teammates against his villainous self. Winn once again utilized his DEO resources and the assistance of the Super Friends, locating the Toyman and thwarted his attacks, resulting in the latter's death.[4]
Unbeknownst to the Super Friends, Toyman survived his physical death and attacked the National City headquarters in his digital form. The DEO was barely able to defend themselves from Toyman's gadgets before Winn entered the digital world and destroy the final form of Toyman with the help of his father. Meanwhile, unable to take in anymore of Luthor's lies, Alex decided to quit the DEO and Brainy was promoted to be the director of the organization.[5]
A New Leadership
Now in a higher position in the DEO, Brainy worked with Luthor side by side in order to dismantle his plan to work with Leviathan from the inside, while completing Luthor's tasks with precaution.[6] Days later, the Super Friends was called to handle a Dominator in the city, with Dreamer incapacitated the alien. The DEO soon arrived with Brainy thanking Dreamer for her services, bringing the Dominator into custody,[7]
After Luthor released a baby Sun-Eater and nearly destroyed the Sun,[8] Brainy began to show his concerns over Luthor's plans. On July 15, 2020,[9] Luthor was amused with his concerns and ordered him to continue his tasks. During Lex and Lena's trials on Project Non Nocere, Brainy and the Super Friends took Rama Khan into custody from Portland, only to realize that he intentionally complied and was searching for Kryptonite. Despite their efforts, the Super Friends were unable to stop Khan from destroying the DEO National City Headquarters, with the organization being destroyed as well.[10]

A year later, the Department of Extranormal Operations was reinstated by the United States government after the defeat of Lex and Nyxlygsptlnz proved that "extranormal" does not only mean "extraterrestrial", allowing J'onn, Alex and Kara to reimagine the organization however they see fit. The new DEO was soon announced to the public shortly afterwards, with the three attending the ceremony.[11]
