Celia Wayne was the PR of the Central City Museum. She was secretly the lover of Stan Kovacs.

During her youth, she studied archaeology and had Ted Preminger as a teacher and Barry Allen as a classmate. At some point after Barry left archaeology to study police science, she became Ted new favorite student. At some point before 1990, her archaeology skills gave her the opportunity to become a museum PR. She worked on multiple museum over the years but each one of them ended up closing definitely.
