Orlin Dwyer was the metahuman serial killer known as Cicada. Dwyer was one of the victims of the Enlightenment satellite destruction, resulting in him gaining a power-dampening lightning dagger and becoming an enemy of The Flash.

- Bond to the Lightning Dagger: After being hit with a shrapnel from one of the Enlightenment Satellites, Dwyer formed a bond with the shrapnel, which shapped like a lightning bolt. As the shrapnel was infused with Dark Matter, Dwyer's physiology was altered as well, forging a psychic bond between him and the shrapnel, and allowed his powers to evolve to new heights as time passed.[10][5] After Dwyer took the Metahuman Cure, he no longer possesses such abilities.[11]
- Electrokinesis: The Lightning Dagger can generate red lightning bolt.[7]
- Flight: When holding the dagger, Dwyer had the ability to leap across great distances and fly in the air, allowing him to evade capture countless times.[9]
- Metahuman Detection: When a metahuman is in close proximity to the Lightning Dagger, it glowed in red and alerted Dwyer.[8]
- Power Negation: The Lightning Dagger has the capability of negating the Dark Matter in a metahuman's body, negating their ability to access their respective appearances.[7]
- Superhuman Durability: Dwyer appeared to be extremely durable against blunt attacks, especially shown when he was only slightly injured when he was hit with The Flash's lightning bolts of 2.86 billion joules of energy.[12]
- Superhuman Strength: Dwyer was able to dent and bend a metal pipe with his bare hands.[6]

- Hand-to-Hand Combat: Dwyer was able to incapicitate a power-dampened Flash, Vibe and Elongated Man in combat.[7] In an erased future, Dwyer was also stated to have defeated Oliver Queen, a highly-trained combatant.[9]
- Knife-Fighting: Dwyer was proficient in wielding his Lightning Dagger in combat, with him successfully defeating Raelene Sharp, a blade-wielding metahuman.[8]

- Damaged Lung: Dwyer's lung was damaged when the satellite shrapnel struck him in the chest, limiting his performance in the field and resulting in a cicada-like noise when he breathes.[6] Dwyer's lung injuries were later stitched by Vanessa Ambres, easing his pain and agony.[11]
- Non-Dark Matter Metahumans: The Lightning Dagger is only capable of negating Dark Matter and cannot demonstrate the same result on non-Dark Matter metahumans, including Frost.[3]

- Cicada Suit: As Cicada, Dwyer wore a Szrek Chemicals-issued breathing appratus and a black hooded suit.[7][6]
- Lightning Dagger: After being hit with a shrapnel from one of the Enlightenment Satellites, Dwyer formed a bond with the shrapnel, which shapped like a lightning bolt. He later wielded the shrapnel as a dagger and made use of its power-negating capabilities against his victims.[1][5]
