    Captain Caspar Locke was a a former mercenary and an ally to ARGUS, while posing as a police captain in Evergreen in order to assist the Project Butterfly task force's actions in protecting Peacemaker.

    Biography

    Early Life

    At some point, Locke worked with Clemson Murn as mercenaries in Nyasir, where they killed a great amout of people.[3]

    Contacted by Waller

    In January 2022, Locke was contacted by Amanda Waller and Clemson Murn, the latter required his assistance to stop the Evergreen Police Department from arresting Peacemaker. Locke then replaced Miele as a police captain and halted Sophie Song's investigation.[3] However, Song did not listen and acquired an arrest warrant for Christopher Smith from a judge.[1]

    Robble, Robble!

    Locke eventually crossed paths with Peacemaker and Vigilante, who were attempting to escape. Locke shot his subordinates and killed them, allowing the two to escape. Song and Fitzgibbon then questioned Locke, though he misdirected them by describing Vigilante as the Hamburglar.[1]
