Barbara Whitmore is the wife of Pat Dugan, the step-mother of Mike Dugan, and mother of Courtney Whitmore. Whitmore was initially unaware of Dugan's vigilantism actions as Stripesy and S.T.R.I.P.E., until he and Courtney told the truth after her first husband's arrival. Whitmore soon assisted the Justice Society of America and became its supportive member.

Barbara Whitmore was born and raised in Blue Valley, Nebraska. She later moved to California, where she met Sam Kurtis and had their daughter, Courtney. Two years ago, when she was visiting Blue Valley, she met Pat Dugan, and was later married to him.[2]
