Early Life
At some point, Jim Gordon joined the Gotham City Police Department and was promoted to the rank of commissioner.[3]
Riddler
In 1966, Riddler blew up a friendship cake at the Republic of Moldavia Pavilion at the Gotham City World's Fair which released a note that read, "Why is an orange like a bell". This event soon came to the attention of Commissioner Jim Gordon who held a meeting at the Gotham City Police Headquarters with top figures in the GCPD to figure out what it meant. He asked both Chief O'Hara and Inspector Basch if they knew, but they both shook their heads. He then decided to call Batman and Robin on the Bat-Phone who quickly drove to the police headquarters in the Batmobile and began to debate the meaning back and forth before Robin figured out that the answer was that they both must be peeled, meaning that he is at the Peale Art Gallery. James then instructed his men to go to the gallery, but Batman told him that he would handle it as it was too dangerous for the police.
Commissioner Gordon later activated the Batsignal at Gotham City Hall, but Batman could not respond due to being drugged by the Molehill Mob.[3]
