    C. McGarvey was a corrupt judge from Star City. He presided over the trial of Oliver Queen.

    Biography

    The People v. Oliver Jonas Queen

    At some point, C. McGarvey became a judge. In 2017, McGarvey oversaw the arraignment of Oliver Queen after he was publicly accused of being the Green Arrow. During the hearing, he declined the defense's request for a dismissal of the case due to a lack of probable cause and instead released the defendant on $5 million bail and a $500,000 bond.[1]

    Months later, McGarvey resolved a dispute in his chambers between District Attorney Sam Armand and Queen's attorney, Jean Loring, over whether Roy Harper should be permitted to give evidence against Queen at his trial, determining that it could happen due to the defendant's number of enemies.[2]

    Before McGarvey was able to come to a final verdict in the case, he was incapacitated by John Diggle and Rene Ramirez, and was replaced by Christopher Chance. Due to Chance's actions whilst impersonating him, McGarvey was taken to Ricardo Diaz and was shot to death before having a chance to explain the situation.[3]
