Laura De Mille is a former Metahuman recruiter for the Bureau of Normalcy and a member of the Sisterhood of Dada. After betraying the latter group, De Mille turned to the Brotherhood of Evil and adopted the alias of Madame Rouge, time traveling to 2021 in search of Niles Caulder's inventions before losing her memories. Due to his amnesia, De Mille befriended Caulder's creations, forming a bond with Rita Farr, before remembering his terrible past and how Rita, aka "Bendy", was a part of it, prompting De Mille to search for the retiree Brotherhood of Evil.
Determined to make amends for her past, De Mille joined the idea of being a hero group known as the Doom Patrol. After seeing a terrible future by the Butts, De Mille was chosen as the team's leader, causing more conflict between her and Farr.

In 1914,[2] Laura De Mille became a Meta recruiter for the Bureau of Oddities and founded the Sisterhood of Dada alongside Metahuman employees Shelley Byron, Lloyd Jefferson, Holly McKenzie, Sachiko and Malcolm.[10]

At some point after her escape from the Ant Farm, De Mille's abilities caught the attention of Niles Caulder, and he wrote a report on her on February 9, 1949, requesting a termination.[1]
Past, Present, Future
Arrival Imminent
In 2021, De Mille arrived to Cloverton and saw a bystander shocked about her arrival. De Mille then urinated on the ground and asked the bystander for her poster to clean up. Remembering her goal, she asked if the bystander knew who and where Niles Caulder is. Unfortunately, the bystander ran away in horror as De Mille searched for Caulder alone.[5]
While Niles's team were bidding farewell to the Dead Boy Detective Agency, De Mille revealed her presence and asked if anyone wanted tea.[11]

- Shape-Shifting: De Mille has the ability to transform her face into that of anyone she sees.[5] She is also able to transform into a bird and an ottoman.[1]
Abilities
- Hand-to-Hand Combat: De Mille was able to defend herself from Were-Butts using dance-like combat skills.[1]
- Bilingualism: De Mille is fluent in both English and French.[12]
Weaknesses
- Power-Dampeners: When De Mille was injected with Power-Dampeners, she did not possess any powers and remain the same as an average human.[3]
