At some point, Joe Chill became a member of the Gotham City Crime Lords. In 1961, Chill and his partner, Jack Napier, attempted to mug the Wayne family in Crime Alley. During the mugging, Chill grabbed Martha Wayne's pearl necklace, causing her husband, Thomas, to grab the man's arm in an attempt to stop him. However, this was unsuccessful and instead caused Napier to shoot and kill the pair. As he was about to also shoot their young son, Bruce, Chill ran away and called after Napier, causing him to spare the boy's life.[2]
