Phil was a state trooper and the boyfriend of Diane.

When Phil and his girlfriend, Diane, spent time at Breezy Corners Family Restaurant and held hands together. However, Lady Vic disliked the action and demanded them to separate from each other. Phil denied and was later killed by Lady Vic alongside Diane.[1]
