Jervis Tetch was a tiny, insecure, and annoying neuroscientist. He felt like the world wasn't listening to him, so he developed mind control technology to force them to listen. He built it directly into his hat.

Jervis Tetch[1], better known as the Mad Hattter, was a neuroscientist and later an enemy of the Batman.

    Biography

    Mad As a Hatter

At some point, Jervis Tetch became a neuroscientist and felt like the world ignored his voice. As a result, Tetch developed mind control technology and installed on his top hat, becoming the rogue Mad Hatter and a foe to the Batman.[1]

In 2001[1], Tetch was defeated by the Batman and locked in Arkham Asylum. Afterwards, Batman kept his hat in the Batcave until it was stolen in 2021 by "Circe Sionis" and given to Black Mask.[2][3]
