J. Crane was a patient at Arkham Asylum.

At some point, J. Crane was incarcerated at Arkham Asylum and was designated patient #856220. His belongings, which included a hallucinogenic serum, were also seized and placed in a box in the evidence room.[1]
When The Flash attempted to hit Nora Fries with a lightning bolt it accidentally hit the box which spilled the hallucinogenic serum and caused Oliver and Barry to hallucinate their worst fears, Malcolm Merlyn and Eobard Thawne respectively.[1]
