Chief Hassan Shakur was the mentee of the late Chief Bill Henderson and the police chief of Freeland Police Department.

Saved by Black Lightning[edit source]
Prior to the War for Freeland[edit source]
At some point, Hassan met Bill Henderson and had the latter as his mentor.[1]
Mourning[edit source]
During the War for Freeland, Bill Henderson was killed in action and Hassan kept Henderson's letter to Black Lightning for a year.[1]
A Year Later[edit source]
In 2021, a year after the war, Hassan contacted Black Lightning with his mentor's phone and gave the letter to him. Coincidentally, he was also assigned to an assault on police officer committed by Black Lightning (Jefferson Pierce) himself. After an interrogation, he and Chief Ana Lopez both agreed that Pierce was lying and left the school.[1]
