Carmen Golden was a resident of Starling City who Tommy Merlyn recommended that Oliver Queen should have sex with.

In 2012, Carmen Golden attended a welcome home party for Oliver Queen, which was hosted by Tommy Merlyn, and personally greeted Oliver. Her and two other women then started dancing on a table provocatively in front of them which prompted Tommy to recommend Carmen to Oliver as a candidate to have sex with.[1]
