Barbara Whitmore is the wife of Pat Dugan, the step-mother of Mike Dugan, and mother of Courtney Whitmore. Whitmore was initially unaware of Dugan's vigilantism actions as Stripesy and S.T.R.I.P.E., until he and Courtney telling the truth after her first husband's arrival. Whitmore soon assisted the Justice Society of America and became its supportive member.
