Rory Regan is the current wielder of the mystical Devarim Rags and the vigilante known as Ragman.

Biography

Early Life

At some point, Rory Regan acquired the Devarim Rags, a mystical artifact passed down by generations in his family. Regan then operated as Ragman in Star City before leaving Team Arrow due to his rags failing to work.

Reunion and Oliver's Funeral

In 2020, the day before Oliver Queen's funeral, Regan came to visit his old team to prepare for the ceremony. The plan was changed when William Clayton, Queen's son, was kidnapped. Regan and Rene Remirez were part of the team to search one of Clayton's possible locations. When they arrived at the scene, Regan used his rags to scare the homeless that were on their way. He then had a talk with Ramirez about Queen and Regan made Ramirez realize that from all members of team arrow, he was the one that looked more like Queen. Later, after Clayton was rescued, he and the rest of the Team would see the news where Mia Queen was caught as a new Green Arrow on camera during the rescue. The following day, Regan went to pay homage at Queen's funeral.

• Devarim Rags Manipulation: Regan acquired the Devarim Rags from his family and began wielding the mystical abilities as Ragman.
  • Voice Modulation: While wearing the Devarim Rags, Regan's voice is modulated to a deeper, more mystical voice which he used in intimidating his opponents.
  • Telekinetic Control: Regan has the ability to control the movement of the rags and extend their lengths simply through a thought.
