The Old Customs House was a historic building located in the river front area of Central City.[1]

In 1990, Arthur Simonson sent Noble John Spanier to burn that historic building in order to obtain a place where he could build his future buildings. Spanier placed a bomb that could have caused a fire but due to the intervention of the Flash, the bomb explode outside the building dealing no significant damage.[1]
