Jay Allen was the head of the Central City Police Department motorcycle division and the brother of Barry Allen.[1]

Early Life[edit source]
At some point Jay joined the Central City Police Department and became the partner of Nicholas Pike. At some point, he found out that his partner was corrupt and set him up on Highway 61 and during the trap, he injured Pike.[1]
At one point in his life, Jay met and married Eve. The couple would have a son, Shawn.[1]
Pike's revenge[edit source]
In 1990, Jay was dinning at the Allen house with his family. When they received a call from work about the Dark Riders, Jay was about to go out, but Barry told him that he was on the case. He gives Jay a present about a medal he won and lost years ago. Jay would check on Barry at the hospital after he was struck by lightning. Later, at the lab, he informed his brother that he was promoted to become the head of motorcycle division to stop the Dark Riders. Sometime later, during a press conference about the division, the Dark Riders attacked and injured the chief. From this humiliation, Jay told the reporter Linda Park that he would kill those responsible. When they were escorting a cargo, they were attacked by the Dark Riders and Jay recognized the man who attacked him as his former partner before being killed.[1]
