The Central City University was a university where Carl Tanner worked.[1]

In 1990, Carl Tanner moved to Central City in order tot study the mutation formula at the university. One night, during the event of the homeless disappearance, Carl was about to use the mutation formula on a rabbit, but The Flash showed up to stop him. After taking the serum, Tanner knocked out the Flash and ran away.[1]
