Cecile Horton, Esq. is a former counselor and the district attorney of Central City. Horton is also the girlfriend of Joe West and the mother of Joanie and Jenna West.
Gaining the power of telepathy and empathy during her pregnancy, Horton joined Team Flash against the Thinker. She then assisted the team during legal trails and supported Metahuman rights, quitting her role as the district attorney and becoming a Metahuman attorney. Horton eventually advanced in her superhuman abilities, rising to be a hero of Central City, Virtue.

Mental Health[edit | hide]
In 1995, Horton's mother died from cancer.[2][12]
A few years later, Horton gave birth to Joanie.[12]
Meeting Joe West[edit | hide]
At some point, Horton met Joe West while working together.[17]
In 2018, they had a kid and named her Jenna West. At the same time, Horton also gained the powers of telepathy and empathy.[12]
Cecile Horton, Public Attorney[edit | hide]
Black Hole[edit | hide]
In 2020, Horton quit her job as an attorney and became a Metahuman attorney. Later, she worked with Central City Citizen and helped them track down Black Hole. However, she was attacked as well due to her close relationship with Iris West-Allen. Luckily, she was able to sense the assassin's emotions and dodged the attack with the others.[18]
The Exorcism of Nash Wells[edit | hide]
After Eobard Thawne "possessed" Nash Wells, they attacked Cisco Ramon but was later defeated by Horton with a taser.[19]
Soon, they brought Nash back to S.T.A.R. Labs and locked him in the Pipeline until Cisco called Horton back for an "exorcism". During the exorcism, Horton acted as a Thawne detector and allows Cisco to know when Thawne is free from Nash. However, Cisco's PTD did not work, and Barry suggested using the MAD 2.0 to enter Nash's mind. Horton used her powers to bring them into Nash's mind as well as bringing them back out.[12]

Identifying "Iris"[edit | hide]
Horton visited Barry after Iris kicked him out of their apartment. Horton listened to Barry's thought on fake Iris and believed. However, Iris got away with the test and Barry was locked in the pipeline. Horton was upset at Barry but realize he is the only one that can bring Iris and released him from the pipeline.[20]
Assassination[edit | hide]
After West's near-death experience caused by Rag Doll, Rag Doll was sent to attack Cecile Horton. Horton was then held hostage on a chair tied with C-4 explosives and was rescued by The Flash while West West prevents the explosion.[16]
Exploring her Powers[edit | hide]
Four weeks after the showdown between Team Flash and Eva McCulloch, Horton and West worked together on gathering information from Rosa Dillon on Black Hole. Rosa then used her own powers against Horton's empathy, distracting her. Horton then returned minutes later, sharing her negative emotions with Rosa and overwhelming Rosa, allowing Rosa to tell her the information.[21]
Later, Horton attended the opening of the Hall of the Fallen Allies in S.T.A.R. Labs.[8]

- Astral Projection: Horton can accurately project her consciousness to her future self's body.[5]
- Empathy: Horton is able to feel other people's emotions, including fear, anger and hatred.[18]
- Pathokinesis: Horton has the ability to induce a certain emotion into her opponents, as shown when she inflicted fear in Rosa Dillon.[21]
- Mental Detection: Horton was able to detect Despero's psychic presence near Barry Allen.[22]
- Telekinesis: After having a brief connection with the Sage Force, Horton gained the ability to move objects with only her mind.[23]
- Telekinesis: Horton is capable of lifting herself up in the air with her telekinesis and flying at exceptional speed.[7]

- Sage Force Connection: In order to maintain his connection to Earth-Prime, Psych chose Horton to be his anchor, while giving her the ability to steal other empaths' abilities.[23]
- Vertigo Inducement: By stealing Rosa Dillon's powers, Horton was able to induce vertigo in her enemies.[24]

- Hoverchair: Horton's abilities can be gradually strengthened when she utilizes the Thinker's hoverchair.[25]
- Medusa Mask: Horton briefly became the host to the Medusa Mask and was trapped within her own mind, eventually rescued by Barry Allen.[2] In the Reverse Flashpoint, Horton willingly wore the mask to battle the Reverse Flash and Damien Darhk.[4]
