Arthur Cooper was the chief of the Central City Police Department.
Dark Riders Attack[edit source]
At some point, Arthur Cooper became the chief of police for the Central City Police Department. In 1990, Cooper was interviewed on television by Joe Kline following a recent spate of attacks on the city by the Dark Riders, during which he reassured the public that the police would do everything they could to bring them to justice. He later held an event in which he gave the motorcycle squad the authority to prevent attacks across the city, but this event itself was attacked, and Cooper was injured. After the Dark Riders were captured and imprisoned, CSI Barry Allen informed Cooper of a planned breakout, resulting in a siege at the prison to arrest their leader, Nicholas Pike.
Later Actions[edit source]
Some months later, Cooper ordered all officers to prevent an ongoing crime wave, resulting in them leaving their positions guarding the Death Mask of Rasputin at the Central City Museum. The following year, he asked Rebecca Frost for psychiatric advice regarding the vigilante known as the Deadly Nightshade.
